Land Dispute in NCFN-Affiliated Religious Institution Reaches CIAA, Probe Demanded into Alleged Irregularities

Kathmandu — A complaint has been officially filed at Nepal’s Commission for the Investigation of Abuse of Authority regarding allegations that land originally granted as a donation to a religious institution affiliated with NCFN was later transferred through a deed of sale to another organization. The complaint also accuses those involved of irregularities in the sale and handling of institutional property.
According to the aggrieved party, the land had been provided for religious and social purposes, but was intentionally transferred elsewhere. They claim that serious irregularities occurred during the process involving the institution’s property. The complainants stated that despite repeatedly informing the concerned parties over a long period, no meaningful initiative was taken, ultimately forcing them to seek legal recourse through the CIAA.
In particular, serious questions have been raised against the institution’s current president, Surya Bahadur Bal Tamang. The complainants allege that from the very beginning he failed to treat the matter with due seriousness, neglected to take concrete steps toward resolution, ignored repeated grievances, and did not maintain the necessary coordination with concerned stakeholders.
The aggrieved side stated:
“For a long time, while Surya-ji remained in leadership, this issue was repeatedly raised. However, no interest was shown in resolving it. Therefore, we were ultimately compelled to approach the CIAA. This was not our desire, but a necessity. The current leadership must also take moral responsibility for the impact and distress this situation has caused to the institution.”

The petition filed with the CIAA demands a detailed investigation into the alleged sale and transfer of the institution’s property. It further calls for the property to be returned to the institution in whose name the original deed of donation had been executed. In addition, the complainants have requested legal action against those allegedly involved in the irregularities, as well as against individuals accused of protecting them.
According to the complainants, the application submitted to the CIAA includes supporting documents such as the deed of consent for donation, the deed of sale, and other relevant evidence. They expressed hope that an impartial investigation by the authority will reveal the actual facts of the case.
However, no formal response has yet been made public from the side of President Surya Bahadur Bal Tamang regarding the allegations. As the concerned party’s position is still pending, the full truth of the matter is expected to become clearer only after further investigation.
Meanwhile, preparations are underway for the election of new leadership within NCFN on the 18th and 19th of this month. An election committee has reportedly already been formed under the coordination of Chandramaan Nepali. Observers believe that the internal dispute and the complaint filed with the CIAA may also affect the upcoming election and the institution’s internal environment.
